Can a dirty Y-strainer cause lower readings on my CL17?

In applications where there is not always residual chlorine running through the system, a chlorine demand can be created by a dirty Y-strainer. When a small residual does come through the system, the chlorine demand on the Y-strainer could cause a drop in chlorine residual as it passes through the Y-strainer. In applications where there is always chlorine in the system, there will most likely not be a chlorine demand on the Y-strainer, so it should not cause lower readings.
